Things charges a one-time fee, rather than a subscription, though you have to pay for each app separately ($49.99 for Mac, $9.99 for iPhone and Apple Watch, $19.99 for iPad). As of this writing, they're both for macOS and iOS, but Omnifocus has a web app, making it accessible to Windows and Linux users. If you're looking for a to-do app specifically for GTD, I would encourage you to consider Things 3 and Omnifocus as well.
